Riverside LAFCO Website
Local Agency Formation Commissions (LAFCOs) are state-mandated regulatory agencies in California, established in 1963. Riverside LAFCO oversees boundary changes for cities and special districts within Riverside County.
The Riverside LAFCO includes:
- 7 members:
- 2 County Board of Supervisors members
- 2 city council members (appointed by city mayors)
- 2 special district board members (selected by independent districts)
- 1 public member (chosen by the other six members)
- Alternates: Appointed for each category.
- Members serve four-year terms.
Purpose and Responsibilities
- Regulatory Functions:
- Manage annexations, detachments, incorporations, dissolutions, & consolidations.
- Approve, modify, or disapprove boundary proposals based on specific terms and conditions.

- Planning Functions:
- Establish & review “spheres of influence” (SOIs), which map the expected future boundaries and service areas for local agencies.
- Conduct Municipal Service Reviews (MSRs) to assess growth, service capacity, financial ability, efficiency, and governance alternatives.
