What You Can Do NOW – Before It Reaches LAFCO
This is the most critical window to stop it locally.
Come out and Hold Signs to Protest and Help Let Our Neighbors Know.
- New Date Added: Monday, August 11th from 5:30-7:30 pm. Come out to ask questions, and support if you feel you have enough information to do so.
- Join us on Tuesday and/or Thursday (August 5th/August 7th) at the corner of Gibble Road and State Street from 5:30-7:30.
- We will be at the corner of Florida and Stanford from 5:30-7:30 on Wednesday, August 6th.
Attend Every Meeting
- Show up in person at the next City Council (August 12th) and Planning Commission (August 19th) meeting.
- Both start at 6 pm on the 2nd floor of the Hemet Library.
- Speak during public comment, or donate time to another speaker. This is a non-agenda item. You can still speak.
- Watch online or view recorded sessions to stay informed.
Email City Council & Planning Commission Members
- Tell them you oppose the annexation.
- Be respectful, clear, and personal.

Where We Are in the Process
- Annexation Petition Submitted
- Submitted by Hemet United (now affiliated with Hemet Rising).
- Delivered to Hemet City Council.
- City Council Review
- Council voted to send the proposal to the Planning Commission for recommendation.
- Planning Commission Review (Happening Now!)
- The Commission will review and then send a recommendation back to City Council.
- City Council Final Vote
- Council will decide whether to send the official application + resolution to LAFCO (Local Agency Formation Commission).
If It Moves Forward to LAFCO
If the City submits the application, the fight is not over.
Subscribe to Updates
- Go to www.lafco.org and sign up for notifications.
Engage in LAFCO Meetings
- Attend and speak during public comment.
- Share concerns with LAFCO commissioners directly.
If LAFCO Approves the Application
LAFCO must hold a Protest Hearing.
Submit Your Protest Form
- Only people who live within the annexation area may file.
- Forms must be submitted within a strict window.
- Protest as a registered voter or landowner.
Why This Matters
- If 25%–50% protest → triggers a public vote
- If 50%+ protest → annexation is stopped with no vote
Key Legal Concern
- The petition used to begin this process is over 3 years old
- The proponent, Keith Garrison, passed away in early 2025
- Legal questions remain about whether this petition is still valid under current law
- These issues will be reviewed by LAFCO if and when the application is submitted
