The County Executive Office focuses on implementing board policies, providing organizational leadership, and ensuring efficient management of county activities and workforce. Key functions include strategic planning, public service accountability, community partnerships, annual budget development, and executing board resolutions and orders.
Hemet Region Supervisors:

- Unincorporated communities of Aguanga, Anza Valley, De Luz, East Hemet, French Valley, Green Acres, Homeland, La Cresta, Lake Riverside, Romoland, Sage, Tenaja, Winchester and Valle Vista.

- Cities of Banning, Beaumont, Calimesa, Hemet, Moreno Valley and San Jacinto

Riverside LAFCO Website
Local Agency Formation Commissions (LAFCOs) are state-mandated regulatory agencies in California, established in 1963. Riverside LAFCO oversees boundary changes for cities and special districts within Riverside County.
The Riverside LAFCO includes:
- 7 members:
- 2 County Board of Supervisors members
- 2 city council members (appointed by city mayors)
- 2 special district board members (selected by independent districts)
- 1 public member (chosen by the other six members)
- Alternates: Appointed for each category.
- Members serve four-year terms.
Purpose and Responsibilities
- Regulatory Functions:
- Manage annexations, detachments, incorporations, dissolutions, & consolidations.
- Approve, modify, or disapprove boundary proposals based on specific terms and conditions.
- Authorize services outside of boundaries.
- Planning Functions:
- Establish & review “spheres of influence” (SOIs), which map the expected future boundaries and service areas for local agencies.
- Conduct Municipal Service Reviews (MSRs) to assess growth, service capacity, financial ability, efficiency, and governance alternatives.
