🗺️ Current Process Overview

  • Annexation Proposal Submitted
    • Petitioner: Hemet United / Hemet Rising
    • Submitted to the Hemet City Council

  • City Council Review
    • Council voted to forward the proposal to the Planning Commission for review

  • Planning Commission Review
    • Will review the proposal
    • Make a recommendation back to the City Council

  • Back to City Council
    • Council decides whether to send the application + resolution to LAFCO
    • Council can vote Yes or No

✉️ What You Can Do Now (Before LAFCO)


  • Attend Local Meetings (This links to the meetings and agendas. Most meetings are on Tuesday at 6 pm)
    • Go to all Planning Commission and City Council meetings
    • Speak during public comments, whether it’s on the agenda or not

📋 If the Proposal Is Sent to LAFCO

  • Stay Informed
    • Subscribe to LAFCO.org
    • Watch for when the proposal hits the LAFCO agenda

  • Get Involved with LAFCO
    • Attend LAFCO Commission meetings
    • Email LAFCO Commissioners
    • Speak during public comment periods

🛑 If LAFCO Approves the Application

  • Protest Hearing
    • Held by LAFCO
    • Only those within the annexation area may file official protests

  • Submit Protest Forms
    • Use LAFCO’s official protest form
    • Submit as an individual voter or landowner
    • Must submit within the allowed time window

  • Goal of Protest Forms
    • If enough valid forms are submitted:
      • Could trigger a public vote, or
      • Stop the annexation entirely

⚖️ Legal Concerns Raised

  • Validity of Petition
    • Petition is 3 years old
    • Demographics may have changed
    • Legality of the petition is being challenged
    • LAFCO will review these issues when the application is filed
